doc: normalize markdown for nixos-render-docs
pandoc recognizes `::: note` admonitions, nixos-render-docs only
recognizes `::: {.note}`. surprisingly pandoc also emits the correct
docbook tags for `[](#xref)`s, so we can use that too.
