treewide: use `runCommandLocal` where applicable

`runCommandLocal` was added to nixpkgs in
https://github.com/NixOS/nixpkgs/pull/74642
to speed up trivial `runCommand` derivations by always building them
locally. We have a few places where that’s good to use.
